佐賀市が米国ニューヨーク州ウォーリン郡・グレンズフォールズ市と姉妹都市の関係にあり（１９８８年に締結）、佐賀商業高校は平成７年７月４日に米国ニューヨーク州にあるハードリー・ルザーレン高校との姉妹校締結に至りました。
佐賀市内の姉妹校とニューヨーク州内の姉妹校（共に小学校８、中学校５、高校５の計１８校）が隔年で互いに学校訪問等の交流を続けています。交流内容は、互いの学校で授業に参加するだけでなく、学校での意見交換会や各種交流会、また、市（町村）庁への訪問、ホームステイ体験など、個人・団体の両面で地域交流を行い、親睦を深めています。

AGREEMENT ON SISTER-SCHOOL RELATIONSHIP BETWEEN HADLEY-LUZERNE HIGH SCHOOL AND
SAGA COMMERCIAL SENIOR HIGH SCHOOL
The citizens of the City of Glens Falls and Warren County, N.Y., U.S.A. and the citizens of Saga City, Japan are affiliated in order to enhance their friendship, both cities' development and the peace of the world.
On the basis of the sister-city resolution, the principal of Hadley-Luzerne High School and the principal of Saga Commercial Senior High School do mutually agree to establish a sister-school relationship.
Hereby both schools proclaim that through educational and cultural exchange programs they will deepen their mutual understanding, and encourage a better understanding of the peoples of other nations. They also proclaim that herewith they hope for their respective schools to develop their friendship.
